UNSC experts now in Wau

A group of armed expert panel of experts on South Sudan’s conflict under the UN Security Council headed by Vladimir Zhagora have visited Western Bahr el Ghazal state.

On Saturday, the group visited Bor, Jonglei, where they met state government and military officials.

They’re visiting states as part of their investigation into who is responsible for obstructing the peace process or violating the Cessation of Hostilities Agreement.

Addressing the state security members in Western Bahr el Ghazal state Capital, Wau, Mr Zhagora said his teams have been touring the country to inquire information on the conflict since it started in 2013.

“We are trying to establish an open professional relationship with everybody in south Sudan whom we meet in states,” he said.

“We had been meeting government officials throughout the states and in Juba of issues of diplomatic.

“We are the panel of experts on south Sudan appointed by the United Nations Secretary   General on the April this year in the response request of the Security Council to establish this panel.”

Zhagora said the resolution was adopted as a security council’s resolution 2206 (2015) 3rd of March, this panel was formed to access information on South Sudan’s conflict.

“The panel is inquiring information on who is abstracting the ongoing peace process on South Sudan in Ethiopian capital Addis Ababa,” he said.

“We are also inquiring information on who launches attacks on the civilian’s population in south Sudan’s areas of conflict during this conflict.”

The panel is also investigating any individual who in other ways round seen obstructing peace process and engage into activities which are parts of extending violence in the Country.

Zhagora pointed out that the panel is looking into information on who are blocking the movement of humanitarian’s aids workers in the most affected areas in the Country as well as gathering information on who is refusing to implement the regulars signed agreements between the two warring parties’ aims on ending arms confrontations.

“The security council did not imposed any sanction by this resolution,” the security council is to use what kind of sanction could be apply on some individuals in south Sudan,” he said.

Zhagora said the Security Council will adopt a sanction which targeted individual that including individual designation.

He said the Security Council is yet studying the resolutions and who is to be sanction adding the security council would consider individual sanction including those responsible of blocking the humanitarians aids from access the situation of most affected people in conflict’s areas.

He said the Security Council will decide on the sanction but warned that travel sanction will be possible to be apply and frizzier of individual assets.
