Troika concerned about failure to form interim gov’t

The Troika member countries have expressed concerns about the failure of South Sudanese leaders to establish a transitional government within the agreed period of time.

The Troika countries include the United States, the United Kingdom, and Norway.

The government, the SPLM in Opposition, former political detainees, and other stakeholders signed the peace agreement in August this year.

According to the agreement, the parties are supposed to form an interim government of national unity within 90 days after signing.

The government to be formed would include members of the opposition and the former political detainees.

However, the 90-day period is ending without formation of this interim government.

In a statement, the US, UK, and Norway urged the South Sudanese leaders to form the transitional government immediately and recommit to the timeline of the agreement.

They warn that the peace process could collapse if the agreement is not implemented.

The Troika noted that fighting and abuses continue and humanitarian situation is worsening every day.

The government says it expects the advance teams of the two groups to arrive in the country before forming the national unity government.

“The transitional government of national government is going to be formed as soon as oppositions advance team arrives in the country and this is what we are working on,” said Mawien Makol is the spokesperson of the ministry of foreign affairs.

For its part, the SPLM in Opposition says the government has violated the agreement through the creation of more states.

They want President Salva Kiir to first discuss the matter with Dr Riek Machar before sending the advance team to Juba.

The Troika has commended the Chairman of JMEC, Festus Mogae, for starting the implementation of the agreement by announcing that he will host the first meeting of the commission tomorrow.

The US and the Troika countries called on the Opposition and former detainees to attend the JMEC launch and on all South Sudanese parties to work with President Mogae.
