South Sudan reviews UNMISS mandate

The government says it’s reviewing the mandate and operations of the UN Mission in South Sudan.

The UN Security Council established the mission in July 2005, and renewed the mandate in 2011 to act under Chapter VII of the UN Charter.

UN said the situation faced by South Sudan continues to constitute a threat to international peace and security in the region.

The cooperation between the government and UNMISS are bound by the Status of Force Agreement signed by both parties.

UNMISS mandate in South Sudan is renewed every July by the Security Council.

The spokesperson of the Ministry of Foreign Affairs said the government wants to review the Chapter 7 agreement which allows UNMISS to act with respect to threats to peace, breaches of the peace, and acts of aggression.

Ambassador Mawien Makol told Eye Radio that a formal request has been presented to the UN Security Council.

“The government had submitted a request to UN demanding that UNMISS mandate be reviewed, and the government has already formed a committee which is headed by the Minister of Justice and other Ministries to review the Status of Force Agreement,” he said.

The UNMISS mandate is expected to be renewed in 3 months.

“The government, together with the UN, would want to see that this mandate is carefully reviewed so that the UN Mission in South Sudan can be renewed based on that review by the government.”

The government also wants the National Parliament to approve the mandate of UNMISS in the next phase of renewal.

In March, the UN Secretary-General recommended that the Security Council temporarily shift the Mission’s focus from mainly peace building activities to: protecting civilians; facilitating humanitarian assistance; monitoring and reporting on human rights; preventing further inter-communal violence; and supporting the IGAD peace process.
