IGAD accuses SPLA of violating ceasefire

IGAD monitors say government forces violated the ceasefire in Unity and Upper Nile states at the end of last month.

IGAD Monitors say government forces were involved in an incident in which two people were killed in Lelo in Upper Nile State on the 29 September.

According to the violation report released today, one of those killed was a woman. Another civilian, a man, was wounded.

IGAD monitors say a division commander in the area, Major Gen Kisikia Ruet Puot, explained that government patrol forces were attacked by the SPLM in Opposition.

But the monitors say they interviewed local people and the injured man, and found no evidence that the SPLM in Opposition was involved.

They say the government violated the ceasefire by sending out patrols into areas under the control of the SPLM in Opposition and by targeting civilians.

The monitors also blamed government forces for initiating fighting in the area around Leer on 29 September, looting crops and livestock.

The SPLM in Opposition first took control of Leer until the government retook it days later.

Furthermore, the report says the government troops violated the ceasefire by preventing a team of monitors and UNMISS from entering Leer to conduct investigations, until after three days.

The SPLA has not responded to this particular accusation.

Over all, the monitors say the government has violated the ceasefire 26 times in the past 19 months while the SPLM in Opposition has made 29 violations.

“The JTC recommends that both Parties be reminded of their responsibilities under international law to refrain from attacking health institutions and or actions that hinder the provision of health care,” read a recommendation.
