Here’s everything you need to know about Budget 2022/2023

The national parliament on Tuesday passed a nearly 1.4 trillion pounds fiscal budget for 2022/2023 with a deficit of 560 billion pounds.

The budget sealing will be raised through the oil proceeds estimated at 715 billion pounds and non-oil revenue sources to the tune of 117 billion pounds.

This means the total resource envelope available is 832 billion pounds.

Below are the details of the FY 2022/2023 budget:

Accountability sectors have been allocated a total of 2,352,806,287 pounds.

This include audit chamber, national bureau of statistics, anti-corruption commission, South Sudan reconstruction and development fund and South Sudan fiscal and financial allocation and monitoring.

Economic functions have been allocated a total amount of 73,054,437,664 pounds.

The proposed expenses will go to ministries of finance and planning, petroleum, mining, trade and industry, land, housing and urban development, investment, and the ministry of water resources and irrigation.

Other spending agencies of the economic functions are; national revenue authority, petroleum and gas commission, national bureau of standards, Electricity Corporation, South Sudan urban water corporation, and public procurement and disposal of asset authority.

The education sectors have been allocated 112,835,575,178 pounds.

These include ministry of general education and instruction, ministry of higher education, science and technology, South Sudan national examination council, research and development center and student support funds.

The parliament has allocated 34,680,235,960 pounds to health sectors, and they include the ministry of health, HIV/aids commission, drugs and food control authority, and health care support fund.

The infrastructure agencies have been allocated a total amount of 12,490,736,660 pounds.

They include the ministries of energy and dams, transport, and that of roads and bridges.

Others sectors are South Sudan roads authority, and South Sudan civil aviation authority.

The august house has allocated 67,319,687,661 pounds to natural resources and rural development sectors, including the ministries of agriculture and food security, livestock and fisheries industry, and that of environment and forestry.

Others are wildlife conservation and tourism, South Sudan land commission, and environment management authority.

Public administration sectors will receive 138,389,416,526 pounds.

They include ministries of presidential affairs, cabinet affairs, foreign affairs and international cooperation, peace building, parliamentary affairs, federal affairs, information, telecommunication and postal services, and the ministry of East African affairs.

Other sectors under public administration include R-TNLA, local government board, national election commission, council of states, national constitution review commission, northern corridor implementation authority, political parties’ affairs, peace commission, national communication authority, and SSBC.

Others are ministry of public service and human resource development, ministry of labor, employee’s justice chamber, grievances chamber, access for information commission, universal service access fund, media authority, civil service commission, parliamentary service commission, and salaries and remuneration commission.

In the financial year 2022/2022 budget, the parliament has allocated 31,701,320,720 pounds to rule of law sectors.

These include ministry of justice and constitutional affairs, ministry of interior, police, prisons, fire brigade, judiciary of South Sudan, judicial service commission, law review commission, bureau of community security and small arms control, human rights commission, and commission for refugee affairs.

Social and humanitarian affairs sectors will receive 6,076,295,565 pounds, and the sectors are; ministries of gender, child and social welfare, humanitarian affairs and disaster management, culture, museum and national heritage and the ministry of youth and sports.

Other institution include relief and rehabilitation commission, war disabled, widows and orphans commission, peace budget, transfers to states, block transfers, county block transfers county development grants, STAG transfers, foreign missions salaries arrears, mandatory expenditures, loan payments, interest and services charges, and contingencies.

The total government spending in the FY 2022/2023 budget is 1,389,889,894,403 pound.
