Negotiators in Addis talks agree on federalism

Participants to the multi-stakeholders negotiations in the Ethiopian town of Bahir Dar have agreed in principle to adopt federalism as a system of governance in South Sudan.

Bishop Enock Tombe Stephen is the head of the Faith-based group to the peace talks. He spoke to Eye Radio’s Sundown program from Bahir Dar this evening.

He said the parties have agreed that the proposed federal system of government must be implemented during the interim period.

“Being the issue of governance is harmonized is mandate of the transitional government of national unity that has been harmonized yesterday. They have also agreed in principle on the system of government is the federal system principle.” Bishop Tombe said.

“But the details need to be worked out through the constitutional making process. But during the transitional period, there would be reforms. These reforms need to be clarified during these negotiations. He added.

Bishop Tombe said there are no major disagreements between the parties on the issue of governance.

“…there is no fundamental disagreement on the source of reference. And of course there is variation of how the structure should be. They said this should be someone to have larger executive, others want to have all executive and doesn’t matter who will occupy it. Keeping the exact speed, we will see how they move forward.” The leader of Faith-based group to the talks said.

Bishop Enock Tombe said what is important is that the parties must come up with the structure of government that will lead the country to peace and end the on-going conflict.

The phase of the sixth round of the South Sudan peace talks started on Monday this week in Bahir Dar town of Ethiopia.
