Dr Riek Machar, the SPLM-IO leader, has recalled 38 members of his advance team in Juba, after a disagreement with the government over the creation of 28 states.
Last week, the Joint Monitoring and Evaluation Commission asked both sides to negotiate on the matter as a political issue.
The SPLM-IO believes the creation of extra states is a violation of the peace deal. It wants the order revoked. However, the government says the decision is irrevocable.
