Central Equatoria Governor Emmanuel Adil Anthony on Friday issued gubernatorial decrees reshuffling several state and local government officials – while appointing Flora Gabriel Modi as the Mayor of Juba.

Before her appointment, Hon. Flora was first relieved from her position as the Commissioner General of the State Investment Authority/Corporation.

She has become the first woman to serve as Juba City mayor since independence.

Adil also appointed Mogga Franco Wani as the First Deputy Mayor for Administration and Finance, Thiik Thiik Mayardit as the Second Deputy Mayor for Social Service, and Emmanuel Juma Diyo as the Third Deputy Mayor for Environment and Waste Management.

In another decree, the governor suspended the state Minister of Local Governments and Law Enforcement Agency, Moro Isaac Genesio – in an escalation of a longstanding rift between the two leaders.

Adil previously accused Genesio of insubordination over alleged persistent absentia from work and had asked him to resign.

But the SSOA-affiliated politician denied wrongdoing and accused the governor of humiliation.

Meanwhile, the governor relieved Rufas Juka Samuel as the Coordinator of Wonduruba Administrative Payam, Stella Felix from being the Executive Director of the State Anti-Corruption Commission, and Dwoki Moses Ismail from his position as the Executive Director of the State Investment Authority/Corporation.

Mr. Peris Kaji Kenyi Elia, a member of the State Insurance Regulatory Authority was also fired along with Richard Lokosang, the state Director General of the Ministry of Finance, Planning and Investment, and Mogga Franco Wani, the Director General of the State Ministry of General Education and Instruction.

Mr. Adil also revoked the appointment of Mr. Eliaba Loro Gala from the position of Technical Advisor in the State Ministry of Finance, Planning and Investment.

In a number of appointments, George Pitia Stephen has become the Commissioner General of the State Investment Authority/Corporation, Towongo Stephen Michael appointed as the Coordinator of Wonduruba Administrative Payam, and Hon. Rufas Juka Samuel as the Executive Director of the State Anti-Corruption Commission

Adil chose Stella Felix as Executive Director of the Investment Authority/Corporation, William Tombe Kalisto as a Member of the Insurance Regulatory Authority, Mr. Chandiga Emmanuel as the Director General of the Ministry of Finance, Planning, and Investment, and Mr. Luate James as the Director General, Ministry of General Education and Instruction

Others are Mr. Eliaba Loro Gala as the Technical Advisor for Planning, Ministry of Finance, planning and Investment, Mr. Richard Lokosong as the Technical Advisor for Finance, State Ministry of Finance, planning and Investment, and Dwoki Moses Ismail as the Technical Advisor to the State Investment Authority/Corporation.

The Gubernatorial changes came into effect from Friday, October 6, 2023.
