Kiir endorses controversial NGO bill

President Salva Kiir has signed into law two bills that empower the government to evaluate and audit the programs of non-governmental organizations.

Last year, members of parliament passed the bills as one law but the president sent it back, citing observations that include the power and function of the Relief and Rehabilitation Commission.

This month, the parliament incorporated the observations.

“He has signed the NGO bills into law. So it has become an act of parliament now, which is capable of being implemented by the law implementers,” Presidential Press Secretary Ateny Wek Ateny told Eye Radio.

However, the leader of the minority in the parliament, Hon Onyoti Adigo, said such bills should have been discussed by the forthcoming transitional parliament.

Besides, the humanitarian community has called on the government to ensure that the NGO Bill is submitted to a process of public consultation, after the formation of a unity government.

Meanwhile, the US last week said the enactment of the bills could disrupt the operations of humanitarian partners and adversely affect the lives of millions.

It called for the review of the bill after the formation of a transitional government of national unity.
