Civil groups propose concepts for interim government

South Sudanese civil society organizations in Addis Ababa have proposed four concepts for the formation of a transitional government of national unity.

The civil groups say the four scenarios are concepts of governance that must be discussed by participants at the peace talks. The first scenario is to maintain the status quo.

“The second scenario is a transitional government which is a kind of power sharing between all the parties that are involved in the conflict,” Dr. Jok Madut Jok, Executive Director of the Sudd Institute, told Eye Radio in Addis Ababa.

“The third scenario is a kind of joint partnership between South Sudanese and some elements in the international community be it the United Nations or some countries to oversee some certain institutions like the financial institutions, the justice system, like the reform in the police. All of these would be part of the joint partnership.”

The civil groups also suggested exclusion of the current top leadership and formation of a government run by technocrats for a given period of time to execute a plan of transferring the country to a level of stability.

President Salva Kiir has however said he would not accept a transitional government that excludes him.

Dr. Jok said the coalition of the civil society recommends that transitional government of national unity must be a government that maintains stability in South Sudan.

Representatives of more than 40 civil society groups have been meeting in Addis Ababa over the last two days.

The peace talks have been extended from the 14th to the 28th of this month, after the parties failed to reach an agreement at the end of the sixty-day period, which elapsed on Sunday the 10th August.
