Uganda, S. Sudan speakers agree on election monitoring, budget reform support

The Speakers of the Transitional National Legislative Assembly of South Sudan and the Parliament of Uganda have agreed on closer parliamentary cooperation, including the deployment of Ugandan MPs as election observers for South Sudan’s 2026 polls and expanded support for budget oversight reforms in Juba.

In a statement by the office of the South Sudan Speaker dated 13, May, 2026, following their meeting in Kampala, Speaker Joseph Ngero Paciko said the discussions centered on strengthening institutional capacity and regional democratic standards.

“We agreed on deeper parliamentary cooperation, including support for training in budget scrutiny, committee systems, and parliamentary administration to strengthen the effectiveness of the Transitional National Legislative Assembly,” the statement said.

Uganda’s Speaker Anita Annet Among also emphasized the importance of regional parliamentary engagement, particularly ahead of South Sudan’s elections.

“We are committed to supporting democratic processes in our region, including by facilitating East African Community parliamentary observers for the 2026 elections in South Sudan,” it added.

The two leaders further agreed that Ugandan parliamentarians would participate as East African Community witnesses during the December 2026 elections, a move intended to enhance transparency and credibility of the electoral process.

The statement also noted that South Sudan requested continued technical assistance to improve parliamentary budget scrutiny, with a focus on strengthening committee oversight and financial accountability systems ahead of the polls.

Ebola outbreak confirmed in eastern DR Congo as Africa CDC raises regional alert

The Africa Centres for Disease Control and Prevention (Africa CDC) has confirmed an outbreak of Ebola Virus Disease (EVD) in Ituri Province in eastern Democratic Republic of Congo (DRC), prompting urgent regional coordination efforts involving neighboring countries, including South Sudan.

In a statement issued on Friday, Africa CDC said preliminary laboratory tests conducted by the National Institute for Biomedical Research (INRB) in Kinshasa detected the Ebola virus in 13 out of 20 samples tested.

Health authorities have reported around 246 suspected cases and 65 deaths, mainly in the Mongwalu and Rwampara health zones. Four deaths were recorded among laboratory-confirmed cases.

Suspected cases have also been identified in Bunia, the provincial capital of Ituri, although confirmation is still pending.

Africa CDC said it is closely monitoring the situation and has convened an urgent high-level coordination meeting involving officials from the DRC, Uganda, South Sudan, and international partners to strengthen cross-border surveillance, preparedness, and outbreak response measures.

The agency warned that increased population movement across borders and within mining areas in Ituri could heighten the risk of regional spread if containment efforts are not rapidly reinforced.

Ebola Virus Disease is a severe and often fatal illness transmitted through direct contact with infected bodily fluids or contaminated materials. Symptoms include fever, weakness, vomiting, diarrhea, and in severe cases, internal and external bleeding.

Authorities in the DRC have previously managed multiple Ebola outbreaks, with support from regional and international health partners.

Three children die in house fire in Aweil North

Police in Northern Bahr el Ghazal State have confirmed that three children, including two-year-old twins, died in a house fire in Shawuong Village of Malual Centre Payam, Aweil North County.

According to Northern Bahr el Ghazal Police spokesperson Colonel Madut Ngong Aleu, the tragic incident happened at around 11:05 a.m. on March 13th after the children were reportedly left alone inside the house by their mother.

Ngong told Eye Radio that the mother had cooked food and left a saucepan on the fire before leaving the home. Authorities believe the children may have played with the fire, causing flames to spread rapidly throughout the house.

“There was a house with three children. One child was four years old, the eldest, and the other two children were twins, a boy and a girl aged two years,” Colonel Madut said.

“Their mother left them at home after cooking and leaving the saucepan on the fire. It is thought the children played with the fire until it caught the house at around 11:05 in the morning,” he added.

Colonel Madut said the fire completely engulfed the house before neighbours could respond because nearby homes were about 100 metres away.

“The fire spread completely through the house and the children were burned. The neighbours did not manage to reach and rescue the children,” he explained.

He said investigations into the incident are ongoing while police authorities continue urging parents and guardians to avoid leaving children unattended near cooking fires or other sources of heat.

The tragedy has shocked residents in the area, with community members mourning the loss of the three young children.
