The warring parties at the IGAD-Plus negotiations in Addis Ababa have this morning completed deliberations on for the resolution of the conflict in South Sudan.
The last item discussed today was the Transitional Justice enshrined in chapter seven of the proposed agreement.
A member of civil society at the peace talks says although there was an agreement on the establishment of the Hybrid Court or South Sudan, the parties disagreed on the venue for the court.
“We have agreement on number of issues, but some outstanding points remain unresolved, particularly the question of the seat for the hybrid court for South Sudan,” Beny Gideon Mabor told the media.
“The SPLM-SPLA says the court shall not be in South Sudan and in Uganda, and they have not proposed any location.
“But the other stakeholders say the court can be in South Sudan in order to leave a permanent legacy in South Sudan because personnel that are going to be involved in the proceeding and organization of this court will remain in South Sudan with the experience of similar nature.”
He added that the transitional justice mechanism has established three institutions.
They include Commission for Truth, National Healing and Reconciliation, The Hybrid Court for South Sudan, and Compensation and Reparation Commission.
