Uncompleted headquarters of anti-corruption commission. (-)
Civil society group Integrity South Sudan has called on the government to complete construction of the headquarters of South Sudan Anti-Corruption Commission whose members have been evicted and are currently said to be working from homes.
The project initially supported by World Bank and undertaken by a local construction company has stalled since 2012, hindering the commission’s ability to perform its duties.
Last year, the commission’s leadership was kicked out of a temporary office by the landlord due to the accumulated unpaid rent.
Officials of the commission said the eviction heavily affected their operations as they are currently working from their homes.
Meanwhile, Integrity South Sudan urges the government to allocate emergency funds to SSACC to secure an alternative space to ensure the continuity of its essential operations.
The statement also calls on the government to prioritize the completion of the commission’s unfinished office building in Juba and ensure that all the necessary resources are allocated to ease the construction process.
Jeremiah Ater, the Executive Director of the South Sudan Anti-Corruption Commission, welcomes the statement while attributing the non-completion of its office building to 2013 and 2016 violence.
Ater said since the two separate deadly conflicts erupted, the contractor fled the country and has not returned till date.
According to him, the commission has been pleading with the World Bank and the Ministry of Finance to engage with the contractor to come back to the country and resume the construction, but all their calls went in vein.
“I think you are aware of what happened in South Sudan. In 2013 there was war, and in 2016, there was also a war. So the contractor or the company which was building the office fled the country and didn’t come back to complete the office,” he said.
“We all have been talking to the World Bank that the office has not been completed, we have not contacted the contractor simply because it was contracted by the World Bank and the Ministry of Finance.”
“But they are not interested now to offer any development related to South Sudan, except for procurement.”
