Govt delivers position at Nairobi peace talks

The transitional government delegation to the Nairobi peace talks has proposed four points including justice, economic and social issues, governance and security sector reforms as the basis for negotiation.

Juba delegation’s position is aligned with the 2018 revitalized agreement, which excluded the opposition groups baptized as SSOMA.

The government is currently negotiating with the Real SPLM led by Pagan Amum, South Sudan United Front of General Paul Malong, and the South Sudan People’s Movement of Stephen Buay.

On Justice, the government proposed the formation of several transitional justice mechanisms including the Commission for Truth Reconciliation and Healing.

Other institutions are the Reparation and Compensation Authority, and the Hybrid Court for South Sudan to try perpetrators of war crimes since the conflict started in 2013.

On Governance and Politics, Juba expresses support for a federal system of governance, coexistence in multi-ethnic state, referendum on the permanent constitution, addressing the social contract between the government and the people, and land issues.

On Economic and Social Issues, the government suggested the establishment of anti-corruption to protect public properties, investigate and prosecute cases of corruption and administrative malpractices.

It also tabled the issue of sharing oil and other resources, economic recovery plans, Labor, Public Service and social justice.

On Security Sector Reforms, Juba proposes organization and structuring of the organized forces on non-partisan and non-political basis.

During the high-level peace negotiation which kicked off in Nairobi, Kenya last week, Thursday, the groups made presentations on Saturday focusing on justice in economic affairs and governance, among others.
