The Office of the National Minister of Higher Education, Science and Technology has published the list of nominees for scholarships offered by the Kingdom of Morocco for the 2026/2027 academic year.

To ensure transparency, fairness, and accountability, the Minister formed a committee to review all applications, according to the Ministry of Higher Education, Science and Technology (MoHEST).

In a statement published by the office of the minister, following public feedback regarding past selection criteria, the Minister directed the committee to prioritize geographical representation—specifically across the counties and administrative areas of South Sudan—rather than relying on national academic results alone.

Furthermore, as noted in the statement published by the office of the minister, the committee applied a 35% female quota to guarantee gender representation across the country.

This approach addresses gaps in access to education across South Sudan. Students in urban centers access teachers, learning materials, labs, and technology that students in rural counties lack. Selecting candidates based only on top marks nationwide leaves rural students behind.

Consequently, the Ministry distributed these scholarships to promote equity, inclusion, gender balance, and access to higher education.

To guarantee process integrity, the Minister personally checked and verified the academic documents and credentials of all nominees.

According to the Ministry, the total package from the Kingdom of Morocco includes 80 scholarships, plus five slots reserved for persons with special needs. The Ministry distributed these opportunities—incorporating geographical representation and the 35% female quota—across all 79 counties and one administrative area.

When donors provide 80 or more scholarships, the Ministry will share them across the 79 counties and one administrative area. If donors offer fewer than 80 slots in a cycle, the Ministry will split them equally among the 10 states and three administrative areas.

Summary of final allocations

• Undergraduate Scholarships: 85 (includes the 35% female quota and 5 slots for persons with special needs)

• Professional Training / TVET: 50 nominees

• Master’s Degrees: 12 nominees

• PhD Scholarships: 3 nominees

The Ministry confirmed that officials posted the list of nominees—showing names, counties, gender allocation, and academic details—on the notice board at the Ministry Headquarters in Juba.

The Ministry stated that officials will review and adjust this distribution formula based on the number of scholarships received in future cycles. Future selections will focus on regional balance, gender equality, academic merit, and service delivery.
