Entebbe Airport Security Manager, Brigadier General Mike Samuel Kisame complained about allegations of harassment against airport officials and flight attendants by Hon. Kim Gai.

This is according to a letter dated April 6, 2023, titled: Disruptive Passenger/Diplomat at Entebbe International Airport.

The incident occurred on March 22, 2023, at 14:20 hours, on Uganda Airlines flight No.UR360 which was departing from Entebbe to Burundi.

The letter alleged that the lawmaker became unruly and disruptive as the flight from Entebbe to Bujumbura was preparing to take off.

According to Brig. Gen. Kisame, Hon. Kim became unruly and stood up shouting, abusing everybody as the aircraft was doing the final preparations to take off.

He stated that the lawmaker caused an aircraft delay for over 30 minutes from the take-off schedule.

Gen. Kisame says the captain on the board called for security to help disembark Hon. Kim from the plane.

“Kim Gai was offloaded because he became more aggressive and abusive and he almost physically attacked the aviation security manager of Entebbe airport,” the Uganda Civil Aviation Authority letter stated.

“The purpose of this letter is to formally complain about the misconduct of the diplomat and to request the Republic of South Sudan to hold the diplomat accountable for his undiplomatic conduct and actions.”

When contacted by Eye Radio on Monday, April 17, 2023, Hon Kim described the allegations as social media propaganda.

“What is going on, it’s just social media propaganda, and I don’t have any official communication concerning that,” said Hon. Kim Gai.

South Sudan’s ambassador to Uganda has also notified the speaker of the Transitional National Legislative Assembly through the undersecretary of the Ministry of Foreign Affairs on the same matter.
