Juba mayor bans manual revenue collection

The Mayor of Juba City on Thursday issued an order stopping manual revenue collection and effecting transition into digitalized revenue system.

The order has also banned Form 15 an official receipt used to collect all revenues by the government.

Michael Lado Allah-Jabu directed all units of the municipal council to stop the manual collection of revenues.

“In the exercise of Powers conferred upon me……,I Michael Lado Thomas Allah-Jabu – Mayor of Juba City Council do hereby issue this Local Order as hereunder; All units of Juba City Council inclusive of the HQs, Block Councils, and the Department of Environment and Sanitation are directed to stop the manual collection of Revenues using financial forms 15 and manual demand note,” reads the order.

He also ordered for immediate implementation of digitalized revenue collection using the Statesman Digital Revenue System.

According to the order, registration of business is to be conducted within the period of two months period, beginning from May 8th, 2023, to July 8th, 2023.

In the event of a violation of the terms of the local order, defaulters shall be fined, according to the statement.

It also indicates that Grade One hotel businesses shall be subjected to a fine not exceeding one million pounds (around 1,000,000), while Grade Two hotel businesses will pay seven-hundred-thousand pounds (700,000), and grade three with five-hundred pounds (500,000).

Companies and organizations shall be subjected to a fine not exceeding five-hundred-thousand pounds (500,000), and lodges with four-hundred-thousand pounds (400,000).

In the event of refusal to adhere to the order, first class restaurants shall pay three-hundred-thousand pounds (300,000), second class shall pay two-hundred-thousand pounds (200,000), and third class restaurants with one-hundred-thousand pounds (100,000).

Wholesale businesses shall be subjected to a fine of one-hundred-thousand pounds (100,000), retail businesses with seventy-five-thousand pounds (75,000), and any other business category not mentioned will pay fifty-hundred-thousand pounds (50,000).

Mayor Allah Jabu also directed the City Council’s chief executive officer, block directors, and the director of environment and sanitation though their relevant revenue units to ensure the local order is fully implemented.
