The Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) says at least six people were killed in separate incidents attributed to both SSPDF and SPLM-IO elements, as well as armed actors, during the latest reporting period in what it described as continued violations of the permanent ceasefire.
Addressing the fifth CTSAMVM Technical Committee meeting of 2026 in Juba on Tuesday, Chairperson Major General Yitayal Gelaw Bitew said the incidents reflect ongoing breaches of the Revitalized Agreement on the Resolution of the Conflict in South Sudan and continue to undermine implementation of security arrangements.
CTSAMVM reported that on May 22, a civilian was killed by armed criminals along a route between SPLM-IO and SSPDF-controlled checkpoints in Baggari Payam, Wau County, Western Bahr el Ghazal State.
On May 25, operations involving SSPDF forces in Guat Payam of Leer County, Unity State, resulted in the death of a 50-year-old civilian and injuries to three others, according to the monitoring body.
On the same day, CTSAMVM said suspected SPLM-IO elements attacked a bridge construction site in Central Equatoria State, killing three construction workers and an unspecified number of SSPDF personnel providing security at the site.
In a separate incident on June 6, an SSPDF soldier was captured and killed in an ambush attributed to SPLM-IO elements near a military barracks.
CTSAMVM said these incidents constitute violations of the permanent ceasefire provisions under the Revitalized Peace Agreement and demonstrate continued insecurity in several parts of the country.
“The security situation across the country has not changed significantly and remains unpredictable,” said CTSAMVM Chairperson Major General Yitayal Gelaw Bitew.
The monitoring mechanism said it will consider two additional violation reports during the meeting, including allegations of aerial bombardment in Panyijiar County, Unity State, and further clashes involving SPLM-IO and White Army elements in Upper Nile State.
CTSAMVM called on all parties to the peace agreement to cease hostilities, avoid retaliatory attacks, and comply fully with the permanent ceasefire provisions.
It also urged the Joint Defence Board and relevant security institutions to strengthen coordination, enhance civilian protection, secure key infrastructure corridors, and ensure humanitarian access in conflict-affected areas.
The mechanism said it will continue to monitor, investigate, and verify violations attributed to SSPDF, SPLM-IO, and other armed actors in support of implementation of the Revitalized Peace Agreement.
