Peace talks: Warring parties disagree on key issues

Negotiators in Addis Ababa have disagreed on some of the key issues of the Compromise Agreement.

These include power sharing, the demilitarization of Juba, and the powers of a monitoring and evaluation commission.

Both the government and the SPLM in Opposition want 70 percent of ministerial positions at the national level.

The SPLM in Opposition has accepted the demilitarization of Juba and wants all the state capitals to also be demilitarized. In this case, other forces would provide security.

But the government says it cannot handover security to a third party.

The government has also rejected an oversight role of a monitoring and verification commission to be established under the proposed agreement.
