The SPLA Spokesperson says the Ugandan troops will not withdraw from South Sudan until the SPLM in Opposition signs minutes of a security workshop held in Addis Ababa in September.
The workshop was conducted by IGAD to discuss transitional security and permanent ceasefire arrangements.
The government and the political detainees signed the agreement made in the workshop, but the SPLM-In Opposition declined.
SPLA Spokesperson Colonel Philip Aguer called on IGAD to pressure the opposition to sign the document.
He says their signing will determine whether the UPDF will leave South Sudan or not.
“If the rebels comply with ceasefire modalities that were conducted through a workshop in Assis Ababa, then the rest of the implementations will go accordingly,” Col Aguer said.
The international community is exerting pressure on both parties to implement the peace agreement to end the conflict.
But today, General Johnson Olony announced on the BBC that the recent order to create more states could escalate fighting.
