The government and the SPLM in Opposition have disagreed on the number of weapons that should come to Juba with the opposition forces ahead Dr Riek Machar.
The parties disagreed at an emergency meeting called by the Joint Monitoring and Evaluation Commission in Juba to discuss the latest controversy in the return of Dr Riek Machar.
Members of the international community have proposed that the opposition forces carry 20 PKMs and 20 RPGs.
But the government says the number should be reduced to seven PKMs and seven RPGs.
The leader of the advance team in Juba, Taban Deng Gai, says Dr Riek will not come to Juba unless the government agrees to the number of troops.
The proposal suggests that Dr Riek has up to Saturday to come to Juba to take up his position as the first Vice President under the peace agreement.
The Joint Monitoring and Evaluation Commission has asked the parties to discuss the matter and give a feedback as soon as possible.
