News agencies have reported that President Salva Kiir and Dr. Riek Machar say they are both responsible for the conflict in South Sudan.

They spoke in Tanzania. Where they held talks in the northern town of Arusha.

A text signed by both the president and the SPLA in opposition leader, says the present conflict is rooted in differences within the SPLM leadership. It sets out a framework for further talks.

Yesterday’s talks involving the leaders were designed to reunite the SPLM.

A document was signed by representatives of 3 groups within the party. They are the government, the SPLM in opposition and the former political detainees.

“During the week-long discussions, we agreed to establish a framework for the SPLM dialogue, including shared principles, objectives and an agenda,” Abdulrahaman Kinana, secretary-general of Tanzania’s ruling Chama Cha Mapinduzi party, told the media.

The document says a divided SPLM will fragment the country along ethnic and regional lines. By signing it the leaders have agreed to genuine and honest dialogue that puts the countries interests above all others.

President Kier said he is committed to a peaceful resolution to the crisis in the country. He said there is no reason for the people of South Sudan to suffer again after the independence.

Dr. Machar says he wants the agreement to bring about dialogue, to be effective. He said he didn’t want this opportunity for peace to go away like other opportunities before.

IGAD has announced that the peace talks will continue in Ethiopian capital, Addis Ababa next week.
