NLA approves legal framework for building Fulla power plant

The National Legislative Assembly has passed a bill that provides a legal framework for construction of hydroelectricity power plant in Fulla falls, on the Nile River in Nimule.

The bill is now pending the assent of the President to become a law.

It provides for the establishment of National Electricity Regulatory Authority, which, if approved, shall protect consumers, ensure stable supply, and promote safety.

The authority will also set and review tariffs for electricity supply, monitor licenses and educate consumers on safe and efficient use of electricity, among others.

Government Chief Whip Tulio Odongi said the construction of the power plant in Fulla failed in the last few years due to lack of a legal framework to guide the project.

“No project has taken up simply because we are unable to raise even $10,000. Fulla failed because the parliament was unable to pass this bill,” Mr Odongi said.

He added that international partners have offered to help revive the power plant.

“Now, we expect the international friends who have been running on Fulla to come out with plans in order to start Fulla in earnest. I was very grateful to hear from the minister that they have now prepared an amount for Fulla and Fulla will start production and transfer of these electricity for utilization.”
