IGAD proposes an agenda for the second round of talks

The IGAD mediation team has proposed an agenda for the second round of talks on political dialogue and national reconciliation in South Sudan.

The mediation team presented the document on the issues to discuss to the parties at the weekend.

IGAD suggests that the government and the SPLM/SPLA –in Opposition address as a matter of priority humanitarian issues in those areas affected by the conflict since December.

The framework presented by IGAD calls for a quick intervention to reconcile various communities in the country.

The mediators also recommend that the parties discuss issues of governance, democracy and the independence of the judiciary in South Sudan.

The document calls for the full implementation of the cessation of hostilities agreement, and the restructuring of the security sector to address issues of insecurity countrywide.

IGAD also proposes discussion on the review of the Transitional Constitution of 2011 in view of the elections scheduled for next year.

The IGAD document includes discussions on respect for human rights and transparency and independence of the judiciary by strengthening institutions and access to justice in South Sudan.

The mediators propose that talks should revolve around development to lift the country’s economy.

The IGAD mediators finally recommend negotiations on addressing issues of democratic practices within the ruling SPLM party and the transformation of leadership and its institutions.

The IGAD’s proposed framework document is being studied by the government delegation and the SPLM/SPLA – in Opposition delegation.
