Cybercrime law will strengthen online moderation, NCA says

The Director for Corporate Affairs at the National Communication Authority says the Cybercrime and Computer Misuse Bill of 2025, currently awaiting assent by President Salva Kiir, will strengthen moderation of South Sudan’s digital landscape.

The law, passed by parliament in November, aims to establish a legal framework for prosecuting digital crimes, protecting online transactions, and regulating social media use.

Addressing a conference on hate speech in Juba this morning, Dr. Labanya Mathya said once signed into law, the Cybercrime and Computer Misuse Bill will enable the NCA to intensify efforts in moderating online content, particularly ahead of the upcoming elections.

“Honorable Minister, as you well know and as you were part of the day when the Cybercrime and Computer Misuse Bill was passed, we look forward to seeing it enacted and assented to by the President into law. This will increase the speed of truth and guide the moderation of online content by service providers,” she stated.

Dr. Mathya also warned about the dangers of misinformation spreading through social media.

She noted that in homes and communities, people have forgotten the importance of truth.

She called on the National Communications Authority to play a central role as the regulator responsible for overseeing Mobile Network Operators (MNOs) and Internet Service Providers (ISPs).
