The civil society group, Community Empowerment for Progress Organization says the new UNMISS mandate should include capacity building in the various public institutions of the country.

Last week, after the signing of a peace agreement, the UN Security Council said it will swiftly adopt a resolution to adjust the mandate of the UN Mission in South Sudan to ensure smooth implementation of the agreement.

The Executive Director of CEPO, Edmond Yakani says institutions such as police, Human Rights and the Judiciary need to be improved if the deal is to be successful.

“That means that components like capacity building for South Sudan Police Service need to come back, capacity building for state institutions like on Human Rights need to come back, capacity building for the judiciary need to come back in the new mandate,” said Mr. Yakani.

“I think those are very crucial if we want to accomplish the Peace Agreement under UNMISS mandate.”

Some of these provisions, including capacity building, were removed from the mandate in last year. At that time, the government called for their inclusion.

Mr. Yakani says the decision by the UN Security Council to adjust the UNMISS mandate is important in the implementation of the peace deal.
