R-TNLA summons 3 national ministers, 2 governors over insecurity incidents

The National Legislative Assembly has resolved to summon Defense, Interior and National Security ministers and the governors  of Warrap and Jonglei States to answer questions concerning insecurity incidents.

That is according John Agany, the August House official spokesperson.

The summons is in response to concerns raised by some members of parliament regarding cases of insecurity in the three states.

Lawmaker Michael Tot Rout raised the first motion concerning the rise of child abduction, brutal killing of road travelers, and cattle raiding in Nyirol County of Jonglei state.

The second motion by MP Stephen Boy was about the killing of two women by armed criminals from Gogrial East County and the assassination of eight traders in Tonj County, Warrap state.

Other MPs decried the border insecurity caused by Ugandan army in Kajo-Keji County of Central Equatoria State.

After a thorough deliberation, the lawmakers agreed to summon the Ministers of Interior, Defense, and National Security in the office the President.

They also resolved to summon the governors of Jonglei, Warrap, and the Chief of the Greater Pibor Administrative Area.

The Thursday’s extraordinary parliamentary sitting was chaired by the Deputy Speaker of the Parliament Oyet Nathanial.

Observe 24-hour non-violence, peace-building official tells S.Sudanese

An official at the National Ministry of Peace-building is encouraging South Sudanese to observe a 24-hour non-violence in the communities as the country marks the International Day of Peace.

In 2001, the United Nations General Assembly unanimously voted 21st September as a day devoted to strengthening the ideals of peace, through observing 24 hours of non-violence and cease-fire around the World.

The 2023 global theme is “Action for Peace: Our Ambition for Global Goals”, while the national theme is “Me and You for Peace in South Sudan”.

Pia Philip Michael,  the Undersecretary at the National Ministry of Peace-building says the day is a reminder to the local population in the country to refrain from violence and maintain peace.

“We need to educate our community about the 21st of September every year , that is a day of peace that is a day should be mandatory by every human being to observe the ideals of peace.”

Mr. Pia violent conflict creates displacement, delays provision of services and hinder development in the communities.

“Displacements to our people is not going to give us the ultimate objective why we have a country. The communities will not get the development they deserve, the basic services that they deserve.

“So, until when all of us agree and say no to violent conflict, that is when we will reap the fruits of the independence of the Republic of South Sudan,” he stressed.

The day was marked Tursday in Juba with official public gathering at Nyakuron Cultural Center where there will be key note address by government officials, UN and diplomatic corps, cultural performance among others.

 

Governor Adil fires acting Mayor, directs JCC CEO to supervise institution

The Governor of Central Equatoria State on Friday removed acting Mayor Emmanuel Khamis Richard and directed the Chief Executive Officer of Juba City Council to Supervise the institution’s activities.

This comes after the national legislature, women’s rights groups and individual advocates demanded the removal of Emmanuel Khamis Richard within 72 hours as a video of him slapping a female vendor went viral on social media.

It is not clear when he committed the offence, but in a 2-minute and 9-second video clip, the ex-acting Mayor, accompanied by armed police and others, assaulted vendors along the Seventh-Day roundabout.

Khamis had two pistols when he and his guards chased the vendors and confiscated their stuff.

The video caused a public outcry with South Sudanese social media users calling it an act of bad and poor leadership.

In a gubernatorial decree posted on the official page of the state’s press unit, Governor Emmanuel Adil revoked the assignment of the Lainya Commissioner as the caretaker of the Juba City council.

Adil immediately Directed the Chief Executive Officer of Juba City Council, Martin Simon Wani to Supervise the General Activities of the Juba City Council until a new Mayor is appointed.

The decree was effected on Friday, 15 September, 2023.

President Kiir will chair EAC next year, says S.G Mutuku

The Secretary General of the East African Community has revealed that President Kiir will be elected as the chair of the block next year.

Peter Mutuku Mathuk spoke about the leadership role while he met President Kiir yesterday in Juba, the Presidential Press Unit reported.

Currently, the Chairperson of the East Africa Community is the President of Burundi Évariste Ndayishimiye, whose term will end next year.

President Kiir met with the East African Community (EAC) delegation to discuss East African Community affairs and the status of the implementation of the EAC integration program.

The Undersecretary of East African Community Affairs, Beny Gideon also confirmed that the EAC chairmanship will be held by South Sudan at next year’s summit.

The East African Community (EAC) is a regional intergovernmental organization consisting of 7 partner countries: Burundi, the Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Uganda, and Tanzania.

 

Kiir tired of bloated presidency, wants elections held

President Salva Kiir says he is tired of having five Vice Presidents citing views opposing the conduct of elections next year.

Kiir is currently deputized by Dr. Riek Machar, Dr. James Wani Igga, Hussein Andelbagi, Taban Deng Gai, and Rebecca Nyandeng.

They are in charge of the governance, economy, service delivery, infrastructure, and gender and youth clusters respectively.

“There are those who are saying that there are no elections, do you know if there is someone who is tired, there is nobody who is more tired than me? “I have five deputies and vice presidents, there is no country that has five deputy presidents.

Kiir said there is no country in the world with as many as five vice presidents, except South Sudan.

As such, he says the country should go for elections.

His statement comes days after Dr. Riek Machar said without security, a permanent constitution, and the return of refugees and resettlement of IDPS, there will be no elections.

But speaking at the swearing-in ceremony of SPLM national advisors, secretaries, and deputy secretaries in Juba this afternoon, President Kiir said the country must move forward with elections.

“If it is my deputies who go and encourage people to talk about it [no election], I [will] tell them there that there is no extension of the agreement, we must move forward, there is nothing that will let us go back.”

Lawmakers demand sacking of acting Juba Mayor

The National Parliament has recommended to Central Equatoria State governor to relieve Juba City Acting Mayor after he appeared to have slapped a female vendor in a video circulating on social media

In a 2-minute and 9-second video clip, the acting Mayor Emmanuel Richard Khamis, accompanied by armed police and others, stormed vendors along the Seventh-Day roundabout.

The Acting Mayor and his team were seen chasing vendors from the roadsides. He was with two pistols.

Khamis who’s also the Commissioner of Lainya County slapped a woman vendor with his left hand.

The video angered South Sudanese online with some calling it an act of bad and poor leadership.

In a parliamentary sitting today, several lawmakers criticized the acting Mayor, prompting MP Reth Tan to raise a motion against his cruelty.

Lawmaker Tan said, the act by his Acting Lordship is a violation of the country’s constitution and does not reflect the picture of the nation.

“Our constitution articles 18 and 19, talk about freedom from torture and fair trial. We saw in a shocking video here in Juba by the Acting Mayor of Juba City slapping women and carrying a pistol, threatening vendors and that does not reflect the picture of South Sudan.

“It is inappropriate for the Acting Mayor himself to carry a pistol and abuse and assault women on the road.

The August House unanimously agreed that the acting Mayor be removed, but they will have to write officially to the Central Equatoria State governor Emmanuel Adil to act on the resolve.

The house speaker read the resolution: “The resolution of the house in this matter in which the Acting Mayor misused his powers to slap, and beat a woman, is a human rights violation against women, and therefore the house resolved to recommend to the Governor of Central Equatoria State to relieve the Acting Mayor from both positions”.

 

 

Check-points costly to delivering aid -western diplomats

Western diplomats in South Sudan’s capital Juba say the transitional government is yet to take concrete steps to reduce the costs of delivering aid due to checkpoints and other illicit efforts to extract revenue from humanitarian aid operations.

“We call on the transitional government to take concrete steps to reduce the costs of delivering aid, exacerbated by checkpoints and other illicit efforts to extract revenue from humanitarian aid operations,’ according to their joint statement on Wednesday.

They are diplomats from Canada, France, Germany, the Netherlands, Norway, Sweden, the United Kingdom, the United States, and the  European Union.

They also stressed that ending the humanitarian crisis requires an environment conducive to substantial economic growth and reduced dependency.

“Such an environment will only be possible if the transitional government meets its peace commitments, introduces transparency and accountability, and prioritizes the use of public revenue to meet public needs,”

According to them, the international community has provided more than 1 billion US dollars in humanitarian assistance in South Sudan this year alone.

But despite this, they said ‘ We are all appalled by the conflict in Sudan which has created dire additional humanitarian needs and has placed an extra burden on the South Sudanese people.”

The diplomatic missions say they “expect the transitional government to be a full partner in the effort to ease suffering and save lives in South Sudan by increasing its financial contribution to the humanitarian effort.”

 

 

President Kiir calls for concerted efforts to address climate change in Africa

President Kiir has urged African leaders to join efforts to address the impacts of climate change on the continent, according to the office press unit.

Kiir made the call while addressing the inaugural session of the Africa Climate Summit 2023 in the Kenyan capital, Nairobi on Tuesday.

In his remarks, Kiir said 2 million South Sudanese people have lost their livelihood due to climate change.

The Summit held under the theme ‘Driving Green Growth and climate finance solutions for Africa and the world’ aims at addressing the escalating exposure to climate change and its associated costs.

The event provides a crucial platform for African leaders to deliberate on the pressing climate-related issues affecting the continent.

The Summit sought to inform, frame, and influence commitments, pledges, and outcomes, with the ultimate goal of developing the Nairobi Declaration, an agreement that will guide Africa’s response to climate change.

President Kiir’s participation at the occasion demonstrated his dedication to addressing the urgent climate challenges facing South Sudan and the African continent as a whole.
