South Sudan’s Council of Ministers has approved a proposed SSP11.3 trillion resource envelope and expenditure framework for the 2026/2027 fiscal year, and referred it for parliamentary scrutiny.
According to the Office of the President, the decision was reached during a Cabinet meeting chaired by President Salva Kiir Mayardit on Friday after Finance and Planning Minister Daniel Ayulo Kuol presented the proposed budget.
The budget framework, themed “Building Resilience and Economic Prosperity for Sustainable Peace,” sets out the government’s spending priorities for the upcoming financial year. It focuses on strengthening the economy, improving public service delivery, and promoting sustainable development.
The proposal has now been forwarded to the Transitional National Legislative Assembly, where lawmakers will debate the framework before considering the Appropriation Bill and other budget-related legislation.
During the same meeting, the Cabinet also reaffirmed its earlier decision requiring importers of alcoholic beverages, cigarettes, motor vehicles, and other non-exempt goods to pay all applicable taxes and duties in line with existing laws.
The government said tax exemptions will remain limited to those provided under national legislation and international agreements, including exemptions for United Nations agencies, development partners, and humanitarian organisations.
According to the Office of the President, the proposed budget reflects the government’s commitment to prudent public financial management and improved delivery of essential public services.
