The National Security Service Bill 2014 has been passed on to the second reading by the National Legislative Assembly.
The chairperson of the Committee of Defense, Security and Public Order, says the bill secures subordination of the service of civilian authority in accordance with the constitution.
Hon Samuel Duwar Deng said the bill is also subjected to further evaluation and scrutiny of the national security board.
During the presentation to the House, Honorable Duwar, said the bill secures the opportunity for oversight by the Assembly.
“This bill is grounded strongly on good principles of justice and fairness, in that the service shall reflect the diversity of the people of South Sudan in recruitment of its personnel,” said Hon Duwar.
“This representative character of the service shall guarantee opportunities for all in addition to stamping out the possible monopoly of the service by one ethnic group or state.
“The role or duty of the service shall be gathering of information, its analysis and only giving the advice to the relevant authority is such an assurance.”
Hon Duwar said he expects that the Bill will be discussed and passed during the reading.
