The Speaker of the National Parliament has dissolved the leadership of all standing specialized committees of the Transitional National Legislative Assembly and directed that chairpersons and their deputies continue serving in a caretaker capacity until new leadership is constituted.

Speaker Joseph Ngere Paciko said the decision on Tuesday followed the expiry of the committees’ tenure in April 2026.

He said the caretaker leadership will be restricted to handling only urgent and pending oversight matters relating to public safety, service delivery, and public finances.

“Dissolution. All the leadership structures, Chairs and Deputy Chairs of the Standing Specialized Committees in the Transitional National Legislative Assembly are hereby dissolved in effect from 23rd June 2026, 5pm,” Speaker Ngere stated.

“So, you continue up to 5pm. Caretaker status. Notwithstanding dissolution under Order, the Chairpersons and their Deputies in each Committee shall remain as caretakers until the new leadership of Committees is constituted.”

He emphasized that the caretaker committees will not be allowed to initiate new inquiries, summon new witnesses, or approve new expenditures beyond routine operations.

“As caretakers of Committees, they shall only handle pending urgent oversight matters affecting public safety, service delivery or finances. Bills and legislations already tabled before the Committee but not yet presented to the Plenary shall be handled,” he said.

Ngere further directed the caretaker leadership to prepare and hand over all committee records, documents, minutes, reports, and assets to the Office of the Clerk of the National Legislative Assembly once the transition process is completed.

“Prepare and hand over all Committee records, documents and assets to the Office of the Clerk. Caretaker leadership shall not initiate new inquiries, summon new witnesses or approve new expenditures beyond routine operations,” he added.

He said all records and assets must be properly submitted to the Clerk’s Office at the end of the caretaking period upon the formation of new committee leadership.
