Riek, Pagan sign IGAD peace deal as Kiir asks for more time

The Former Political Detainees and the SPLM in Opposition have signed the proposed Compromise Agreement.

Dr. Riek Machar Teny and Mr. Pagan Amum signed the agreement as primary signatories, but the government only initialed it.

Chief mediator Seyoum Mesfin says the government delegation will first return to Juba to consult on some issues.

The contentious matters include power sharing, system of governance, demilitarization of Juba, and reintegration of forces during the transitional period.

“They have only initialed it because they have certain observations, which they have decided to go back to their country and consult with the constituency after which, in the next 15 days, the government will come back to Addis Ababa to finalize the peace agreement,” said Amb Mesfin.

Some civil society groups and opposition parties have welcomed the progress.

“I appreciate the demonstration of flexibility by the three parties to the agreement and thanks go to the SPLM Former Detainees and the SPLM in Opposition,” said Edmond Yakani, executive director for the Community Empowerment for Progress Organization.

The People’s Liberal Party has congratulated the parties that have signed the agreement. It also welcomed the government consultation on the main issues.

“The most important thing is that they have to reach a peace agreement. We are actually pleased and we congratulate the SPL-IO and the political detainees,” said Peter Mayen, PLP chairman.

The international community has warned the warring parties of serious consequences if they fail to sign a peace agreement.

International envoys are expected to sign it tomorrow.
