Terrain attack carried out by ‘lone’ soldiers – probe team

A government committee formed to investigate the Terrain incident during the violence in Juba in July says witnesses have testified about killing, rape, torture, and looting.

 

It says these acts were committed by ‘lone’ soldiers. The committee released the findings at a press conference in Juba this morning.

The chairperson of the committee, Matison Otoromoi, said they found evidence of rape of aid workers, killing of a journalist and looting of properties at the crime scene.

“The committee found sufficient evidence – after examining testimonies provided by witnesses and victims – to conclude that the armed men in military uniform broke into Terrain Hotel compound on 11 July 2016, and committed the said atrocities, were a group of undisciplined members of government soldiers,” Mr Otoromoi told the media Wednesday.

The committee recommended the formation of a court martial or a special hybrid court comprising of military and civilian judges in order to try suspects.

“A special court should be constituted to undertake trials of suspects implicated in the offences of murder,” he added.

The fact-finding committee obtained oral and written interviews from victims and suspects of the Terrain attack in order to make its conclusion.

The 5 parts document withheld names of victims –pending a court hearing.

It says the special court would use its findings as references for carrying out its own investigations.

Part of its recommendation includes addressing the root causes of the incident through training of soldiers on human rights, improving the economy, and ensuring force commanders take responsibility of their units.
