‘Reconstitute’ parliament before transitional govt, opposition leader says

The opposition block in the national assembly has called for setting up the tansitional national assembly before the formation of the government of national unity.

Onyoti Adigo made the call yesterday after MPs passed bills that empower the relief and rehabilitation commission to audit non-governmental organizations.

The bills also empower the Commission to monitor and evaluate all the activities of the NGOs.

The parliament first passed the bills last year, but the parliament sent them back over concerns on the powers of the commission.

Mr Onyoti says these bills should have been discussed by the transitional national assembly.

“If we come to reality, the president has already decreed the members of the IO – 50 members of IO. How can this parliament now try to continue sitting, passing bills into law when there are members who are staying out, and they are interested in what? In forming the government of national unity!” Hon Onyoti Aidog said.

“Which comes first? I think parliament should be first. And then comes the GoNU. So you have to reconstitute the parliament so that it becomes one parliament in order to implement the agreement,” he said.

“It is the parliament because whatever the Council of Ministers discusses will come to parliament.”
Mr Onyoti described the passage of the bills as illegal.

The peace partners have now agreed to form the transitional government soon, before amending the constitution, according to Information Minister Michael Makuei Lueth.
