Peace monitor R-JMEC gets new interim chairperson

The Revitalized Joint Monitoring and Evaluation Commission (R-JMEC) has announced the appointment of its new interim chairperson Maj. Gen. (Rtd) George Aggrey Owinow, replacing outgoing Charles Tai Gituai.

Amb. Owinow was nominated by the government of Kenya and endorsed by the Intergovernmental Authority on Development (IGAD), a statement announcing the appointment said.

Owinow is said to have been a distinguished military and diplomatic career spanning more than four decades, serving in diplomatic missions in Africa.

He has worked as Kenya’s High Commissioner to the Republic of Uganda between 2020 and 2022, and as Deputy Force Commander for the African Union Mission in Somalia (AMISOM) from 2019 to 2020.

“With just two weeks to the beginning of the extended transitional period, his arrival comes at an important juncture of the R-ARCSS, where a range of critical pending tasks need to be implemented to pave the way for elections in December 2026.”

His predecessor and countryman, Amb. Maj Gen (rtd) Charles Tai Gituai is a professional military officer with a diverse experience of service in the Kenya Defense Forces both locally and internationally.

The R-JMEC was established in 2018 to monitor the peace agreement that ended South Sudan’s civil wars.

It works to oversee all aspects of the implementation of the peace accord, including overseeing the mandate and tasks of the Transitional Government of National Unity, including the adherence of the parties to the agreed timelines and implementation schedule.
