Peace deal slow, parties not working in friendly manner – report

The implementation of the revitalized peace agreement is slow and parties to the deal are not working in a collegial manner, says an R-JMEC report extended to parliament.

The Committee on Peace and Reconciliation said Tuesday it has received a report from R-JMEC indicating that the peace parties have become reluctant since peace guarantors are unable to put pressure on them.

The report also said the presidency has never conducted public awareness on the status of peace implementation, as well as peace dissemination to South Sudanese.

Dr. Stanislaus Jada Wani, the Committee Chairperson read out the report in Juba on Tuesday.

“The committee has understood from the R-JMEC report that the institution of the presidency has never made public awareness on the status of the implementation of the R-ARCSS as well as peace dissemination to the people of South Sudan,” Jada said.

“The committee noted from the R-JMEC report that peace guarantors to R-ARCSS seem to have no leverage on the parties to R-ARCSS, to oblige them to implement the peace agreement in letter and spirit.”

“The committee acknowledged that the R-JMEC report has made it clear that the provisions of the peace agreement are not sufficiently implemented. However, acknowledged the enactment of some bills including constitutional making process.”

R-JMEC, in its reported submitted to the parliament, also noted that the long delay in demobilization, disarmament, and reintegration has contributed to fueling intra and inter-communal conflicts in the country.

It also observed that the security arrangements provided in the peace agreement have not been fully implemented.

The committee also said there is no spirit of collaboration and consensus among the parties to the peace agreement.

It is four months since the unity government timeline was extended to give opportunity for the implementation of pending tasks.

However, only a little progress has been achieved in some areas of the agreement including government formation and legal amendments.

The Necessary Unified Forces have not been deployed since their graduation last year, while Chapter Four and Five of the agreement are still lagging behind.
