Why Machar won’t return to Juba soon

The SPLM in Opposition says their leader, Dr Riek Machar, will not come to Juba unless all the security arrangements have been fully implemented.

On Thursday last week, President Salva Kiir appointed Dr Riek as the first vice president under the peace agreement.

He asked Dr Riek to report to Juba immediately so that they could work together form a transitional government within a week. That deadline ends today.

At a news conference in Juba today, a senior member of the SPLM in Opposition, Henry Odwar, said their leader would come to Juba as soon as their forces are reintegrated.

“So the question is, have we secured the security aspects of Juba? Have all the forces that are supposed to leave Juba left Juba?” said Mr Odwar.

However, the Minister of Defense announced earlier today that the government has resumed the process of redeploying its forces outside Juba as required by the peace agreement.
