Regional authority urges UN to expand UNMISS mandate

The Heads of States and Government of the IGAD-Plus has called upon the UN Security Council to expand the mission of the United Nations Mission in the country to include the deployment of foreign forces in Juba.

President Salva Kiir earlier said he would not allow deployment of more foreign forces in South Sudan.

The decision to review to UNMISS mandate and deploy more foreign forces was reached during the meeting of the IGAD Plus, which concluded yesterday in Kigali, Rwanda.

In a communique, the IGAD Plus says the regional foreign forces will ensure will separate the warring parties; protect key installations and civilians and making Juba a more conducive capital.

The move is in support of the previous proposal of the UN Secretary General, Ban Ki Moon, calling for deployment of regional forces in the country.

The IGAD Plus meeting, Chaired by Ethiopian Prime Minister, Hailemariem Desalegne, was attended by about 15 presidents from region and other countries in Africa.

Among them are; African Union Chairperson, Idris Debby, South African President Jacob Zuma, Sudanese President Umar Bashir, Ugandan President, Yoweri Museveni, Kenyan President, Uhuru Kenyatta.

South Sudan was represented by the Presidential Advisor on Foreign Affairs, Nhial Deng Nhial.

International delegates and representatives from the international community also attended the meeting.

The meeting commended the declaration of the ceasefire by both the government and the SPLM in opposition, and urged its full implementation.

The IGAD Plus called for immediate investigation of the recent violence in Juba and elsewhere in South Sudan to ensure accountability of those responsible for the breakdown of law and order.

The communique also called for the immediate cantonment of all forces throughout the country to separate them according to the peace agreement.

It urged the warring parties to provide unhindered access to Monitoring and Verification Teams under the Ceasefire and Transitional Security Arrangement Monitoring Mechanism.

The IGAD Plus also called upon the warring parties to honor the commitment they made in signing the peace agreement they signed, because this will bring durable peace, reconciliation and national cohesion.

It also appealed to the International Community to come to the rescue of population affected by the conflict, and avail the necessary resources.
